At a quarter past nine promptly the meeting was called to order by the presiding officer, Dr. Robert Curtis Ogden, who welcomed the delegates and guests present in fitting words, and read a letter from the President of the United States, the Honorable William H. Taft, LL.D., in which he expressed regret at his inability to be present.
